Year Councils not working any ideas?

Hi, alongside our school council, we currently have a year council for each year group in our secondary school. These councils are made up of one girl and one boy from each tutor group. This year none of our year councils have achieved anything significant. I believe this is partly due to lack of time but also because we do not seem to attract the right people, or in some cases, we fail to attract anyone at all from some tutor groups.
Please give me some ideas, I'm at my wits end and on the verge of scrapping them!

Hi Clare,
Is there a separate link teacher for each year council or is it just down to you? Each council will need a teacher dedicated to provide support, it is too much for one person with a full teaching timetable. Is the school council high profile and integrated into how your school runs? If it is then that will be a motivating factor to encourage enthusiastic students to get involved with the year councils. Have you provided training for representatives from each year council to help them understand and be more effective in their roles? Training can be very motivational.
